US is against military action in Syria, why are they not withdrawing troops?

She also said that Washington has expressed serious concerns to Ankara about the impact of such an offensive on the goal of fighting Islamic State.
“We have encouraged Turkey against such tasks, similarly as we have encouraged our Syrian accomplices against assaults or heightening,” an Office representative said in messaged reactions to questions.
