Budrigannews.com – According to Russian state news agencies, Deputy Foreign Minister Sergei Ryabkov stated that diplomats from the United States and Russia met in Istanbul on Friday to discuss a number of technical issues pertaining to the bilateral relationship.
According to the TASS agency, the two sides would talk about “difficult questions” about visas, embassy staffing levels, and the work of each side’s institutions and agencies overseas, among other unspecified topics.
According to Ryabkov, the meeting was between department heads from the U.S. State Department and the Russian Foreign Ministry, which is a low level. He stated that the meeting was technical and should not be taken as an indication that the parties were prepared to resume discussing “major issues.”
In a series of tit-for-tat expulsions that have resulted in dozens of Russian and U.S. diplomats being returned to their home countries, both the Russian embassy in Washington and the U.S. embassy in Moscow have seen significant reductions in staff in recent years.

On November 14, the chief of Russian foreign intelligence Sergei Naryshkin and the director of the U.S. Central Intelligence Agency, William Burns, had their highest-level face-to-face meeting since Russia invaded Ukraine in February.

Moscow attributed the last-minute cancellation to Washington, claiming that the Russian side was forced to cancel as a result of the United States’ refusal to discuss a broader agenda of “strategic stability” at the talks.
