Officials are getting ready to start work on a $5 billion project that will include a new tunnel named after the abolitionist and supporter of the Underground Railroad Frederick Douglass. They hope that the tunnel will be operational by 2032.

Biden, who is thinking about running for president again in 2024, is eager to tout his credentials as a bipartisan dealmaker who can accelerate infrastructure projects to ease climate change, boost economic growth, halt inflation, and create high-paying union jobs for people who don’t have a college degree.

Biden is confronted with a harsher reality in Washington because Republicans now hold control of the House of Representatives and are threatening to thwart his economic agenda, stymie his programs for conducting investigations, and obstruct the raising of the debt ceiling in order to compel spending cuts.

On Wednesday, Biden and House Speaker Kevin McCarthy are scheduled to meet in person to discuss the debt impasse, which has the potential to send the United States into an unprecedented default.

Biden, a Democrat who boasts about his alliance with labor unions, will attend the event on Monday in liberal Baltimore. The event is expected to be attended by the Democratic governor of the state as well as two senators. According to a White House official, he is anticipated to announce a tunnel project agreement between Amtrak and a labor group.
